我市安排盘活财政存量资金工作

会上，市财政局相关负责人传达了省财政厅通知精神，对我市盘活财政存量资金工作进行安排部署，对财政存量资金统计表进行了讲解。

就开展好此项工作，杨伟要求，要高度重视，把盘活财政存量资金作为当前重点工作来抓，把盘活财政存量资金作为当前改进和创新调控的重要手段来认识，作为当前和今后一段时期弥补财政收支不平衡形成缺口的有效措施来落实，作为当前贯彻落实新预算法、深化预算改革实施意见和省政府办公厅18号文件的具体行动来体现，作为检验各部门依法依规是否作为的主要内容来考核；要突出重点，多措并举盘活财政存量资金并尽快抓出成效，认真学习掌握政策，把握时间节点，通过降低地方库款余额、关注各类财政专户和预算单位各类专户资金情况、抓好盘活资金的使用工作、实行责任承诺制等多项举措盘活存量，并强化对此项工作的监督检查；要着眼长远，建立盘活财政存量资金的长效机制，细化预算编制，提高年初预算到位率和预算的可预见性、可执行性，加强财政资金的统筹使用力度，建立财政存量资金正常收回制度，加快预算执行进度，定期统计报告。

杨伟强调，盘活财政存量资金工作是近期工作的重中之重，各部门、各单位务必高度重视，组织力量又好又快、保质保量地完成工作，力争年底财政存量资金规模明显下降，存量资金大幅减少，促进我市经济社会健康较快发展。
